Delay would allow Iran to cheat . . . Allowing Iran to delay inspections of suspect nuclear sites for up to 24 days will facilitate cheating by Tehran on the nuclear deal reached in Vienna, according to the former deputy director of the International Atomic Energy Agency who dealt with past Iranian nuclear cheating. Olli Heinonen, a 27-year veteran of the IAEA until 2009, also said in the past Iran had “sanitized” two suspected nuclear sites by refurbishing and repainting the locations in an effort to hide illegal uranium enrichment from inspectors. Bipartisan outrage as UN goes first on Iran . . . The Obama administration was forced to play defense on Monday after lawmakers in both parties criticized its decision to let the United Nations — not Congress — have the first say on the Iran nuclear deal. The Hill

Trump tops national poll with 24 percent of vote . . . Donald Trump surged into the lead for the 2016 Republican presidential nomination, with almost twice the support of his closest rival, just as he ignited a new controversy after making disparaging remarks about Sen. John McCain’s Vietnam War service, according to a new Washington Post-ABC News poll. Support for Trump fell sharply on the one night that voters were surveyed following those comments. But the fallout may have been an immediate, and possibly fleeting, reaction to the McCain remarks. I don't think it will affect his support much because voters dig Trump's pugnacity and there's little love for McCain, though of course respect for his service.

Walker leading Trump in Iowa . . . Wisconsin Gov. Scott Walker is leading businessman Donald Trump among likely Iowa Republican voters in the latest poll released by Monmouth University on Monday, with 22 percent of the vote compared to 13 percent for Trump. Carson is third with eight percent. Newsmax

Des Moines Register: Trump a "feckless blowhard" . . . The strongly worded editorial said "being electable is not the same as being qualified, and Trump has proven himself not only unfit to hold office, but unfit to stand on the same stage as his Republican opponents," calling for him to get out of the race. CNN

Trump apologizes to McCain, sort of . . . “I used to like him a lot. I supported him. I raised a lot of money for his campaign against President Obama, and certainly, if there was a misunderstanding, I would totally take that back,” he said. “But hopefully, I said it correctly and certainly, shortly thereafter, I said it correctly,” Trump told O’Reilly, referring to added comments in which he said McCain was a war hero. Judge slams State over Hillary records response . . . A federal judge is lashing out at the State Department for delaying for years in providing responses to Associated Press Freedom of Information Act requests seeking records about former Secretary of State Hillary Clinton's schedules and her top staffers. Politico

Hillary may need to watch her Fannie . . . Fannie Mae and Freddie Mac are hurtling toward another possible taxpayer bailout, a development that could put an uncomfortable election light on the Clintons’ record of enabling the government-backed mortgage giants to engage in risky practices that led to the 2007 financial crisis. Report: Obama plan would let cities annex suburbs . . . President Obama’s Affirmatively Furthering Fair Housing regulation is part of a long-term effort by the Left to co-opt the suburbs into the cities and remove the perceived unfair advantages maintained by surburbanites over urban residents, according to an article in the National Review. Charge: 34K combat veterans still awaiting VA benefits . . . A whistleblower has accused the Department of Veterans Affairs of intentionally violating its own policy toward combat veterans to keep thousands of applicants from receiving their healthcare benefits. Washington Examiner

Lawmakers, govs to Obama: Protect the troops . . . President Obama is set to address a major veterans' group on Tuesday under pressure to implement a more effective strategy against attacks on U.S. forces at home by Islamic extremists, including a proposal to let troops carry arms at their bases in the United States. ISIS turning into a terror state with some upsides . . . The Islamic State uses terror to force obedience and frighten enemies. It has seized territory, destroyed antiquities, slaughtered minorities, forced women into sexual slavery and turned children into killers. But its officials are apparently resistant to bribes, and in that way, at least, it has outdone the corrupt Syrian and Iraqi governments it routed, residents and experts say. New York Times

Tennessee gunman followed al Qaeda cleric . . . FBI agents have found evidence that Chattanooga shooter Mohammod Abdulazeez was following a radical American member of al Qaeda online in 2013, as well as pages of writing that showed the young man was suicidal and looking for a way to absolve what he considered were his sins, according to a representative of Abdulazeez's family. Monday U.S. officials told ABC News that in 2013 Abdulazeez did online research for militant Islamist "guidance" on committing violence. ABC News

Calls rise for arming service members . . . The shootings last week that killed five service members has reinvigorated the debate about whether troops should be able to carry personal firearms for protection on base, with supporters saying arming service members could prevent attacks like the one in Chattanooga, Tennessee. Washington Times

Six states arm Guard . . . The U.S. military on Monday confirmed to Fox News it directed recruiting centers across the country to step up security measures in the wake of the deadly rampage at two Tennessee installations that claimed the lives of four U.S. Marines and a Navy sailor. At the same time, a handful of governors have taken steps to beef up security measures at National Guard recruitment centers." Fox News

Poll: Court too liberal . . .  A Fox News poll finds a major shift in how voters feel about the U.S. Supreme Court, with a record number now saying it is too liberal. In addition, majorities think the justices should be term limited, and Americans should be able to vote them off the high court. Fox News

Black Confederate flag defender dies in suspicious wreck . . . A black activist who defended the Confederate Flag died Sunday when the vehicle he was driving overturned, and another black Confederate flag defender who survived the accident says the vehicle was forced off the road by a group of young black men. Breitbart

Ben Shapiro alleges battery by transgender reporter . . . Breitbart News Senior Editor-at-Large Ben Shapiro filed a police report Sunday alleging battery against transgender Inside Edition reporter Zoey Tur. Washington Times
