Obama wants to bust the caps . . . President Barack Obama's budget will call for an increase in domestic and military spending that would end spending caps known as "sequestration," a White House official said, setting up a new source of conflict with Republicans in Congress. Obama intends to announce his plans during a meeting with congressional Democrats in Philadelphia on Thursday. The fiscal 2016 budget, which the White House intends to unveil on Monday, would fund a host of programs that Republicans are unlikely to support. White House: Taliban not a terrorist group . . . White House deputy press secretary Eric Schultz argued during Wednesday’s briefing that the United States can negotiate prisoner swaps with Taliban members, because the Taliban is not considered a terrorist group. Washington Times

Officials sought to bypass Hillary on Libya . . . Top Pentagon officials and a senior Democrat in Congress so distrusted Secretary of State Hillary Rodham Clinton’s 2011 march to war in Libya that they opened their own diplomatic channels with the Gadhafi regime in an effort to halt the escalating crisis, according to secret audio recordings recovered from Tripoli. Did job growth occur IN SPITE of Obama? . . . The repeated extensions of jobless benefits seem to have suppressed employment, and the termination of the unemployment benefit extensions by Congress at the end of 2013 – derided as heartless and inept by Obama and his Democratic allies – coincided with a substantial pickup in job gains this year. AG nominee Lynch backs Obama's amnesty . . . "My concerns are furthered by Ms. Lynch’s unambiguous declaration that ‘the right and the obligation to work is one that’s shared by everyone in this country regardless of how they came here," said Sen. Jeff Sessions, R-Ala. But other Republicans seemed less concerned. Breitbart

Defense nominee: We can't close Gitmo . . . Ash Carter, President Obama’s pick to be the new defense secretary, has told senators he doesn’t see any way to close down the prison at Guantanamo Bay over the next two years, putting a major dent in Mr. Obama’s hopes to shut it down before he leaves office. Obama to fight obesity in hungry India . . . Obama said there is a “worldwide epidemic of obesity” and that he looks forward to working with the government of India and non-governmental organizations on the “issue of obesity” in India. In 2013-2014, according to a survey conducted by UNICEF and India's Ministry of Women and Child Development, 30.7 percent of Indian children under five were underweight. CNS News

North Korea may be restarting reactor . . . North Korea may be attempting to restart its main nuclear bomb fuel reactor after a five-month shutdown. If true, the finding, which is based on recent commercial satellite imagery, will be an added worry for the United States and the North's neighbors at a time of increasing animosity over recent U.S. sanctions against the North and Pyongyang's fury about a U.N. push to punish its alleged human rights abuses. Aloha, Democrat who makes sense . . . Well, not everyone who grew up in paradise finds it difficult to perceive reality. Rep. Tulsi Gabbard, Democrat of Hawaii, has no problem calling out a former – except for 16 days a year – resident of the Aloha State, Barack Obama, for the latter’s refusal to put the “Islamic” in Islamic extremism. Letterman digs Rand Paul? . . . “I’ve heard Rand Paul say things that seem just pure, hardcore, logical good sense,” Letterman said on his “Late Show” on CBS. Daily Caller

Can't imagine Letterman's endorsement will be very useful to Paul in the primaries . . . 

Bloom off the Alaska rose . . . Sarah Palin’s odd, rambling speech last weekend before an audience of committed conservative activists in Des Moines has many influential voices on the right saying that the time has come to acknowledge that the romance has gone cold and the marriage is dead. Jindal: Terrorists "are going straight to Hell" . . . Jindal recounted that he is calling on Muslim leaders who do not support violence to speak out, not just against terrorism in general, but against the specific individuals who preach it and practice it. CNS News

Hell is not a great place to find all those virgins. Hell is better known for its sluts.

Iran targets Netanyahu children . . . Iran is encouraging its terror allies to pursue the assassination of Israeli Prime Minister Benjamin Netanyahu’s children by publishing personal information about them, including photographs of the kids lined up in crosshairs, and declaring, “We must await the hunt of Hezbollah.” Washington Free Beacon

Cuba demands Gitmo back . . . Opponents of President Obama’s steps to normalize relations with Cuba seized on news that Cuban President Raul Castro is demanding the return of the U.S. naval base at Guantanamo Bay as more evidence that it was a bad deal from the start. Washington Examiner

Cuba now feels free to make demands it should have conceded during initial negotiations - when Obama didn't seek any concessions in return for recognition. Because the Obama administration couldn't negotiate a deal for cookies from the girl scouts.

French prisons breeding Islamists . . . The man was sent to France’s largest prison for armed robbery. He emerged a toughened radical who would go on to take part in the bloodiest terrorist attacks on French soil in decades. Washington Post

Guess what? Same thing's happening here.

Gun range owner bans Muslims; Business Booms . . . In the five months since Hot Springs, Arkansas, gun range owner Jan Morgan banned Muslims from her facilities, she has seen business quadruple. She has also faced threats and the prospect of lawsuits, which so far, have not materialized. Breitbart

Levin negotiates five-year deal . . . Celebrated conservative radio talker Mark Levin has cut a long-term extension with Westwood One-Cumulus, meaning one of the nation’s most influential talk show hosts will be on the air for another five years, well past the upcoming 2016 presidential election. Ethanol a big waste . . . Western governments have made a wrong turn in energy policy by supporting the large-scale conversion of plants into fuel and should reconsider that strategy, according to a new report from a prominent environmental think tank. New York Times

Thanks for the gun, dad . . . A University of Central Florida student says she’s glad her dad gave her a gun to take to school after she needed one to confront two violent home invaders who held her boyfriend at gun point and threatened her life. Daily Caller
